Open Access and Article Fee Waiver Agreements

The Libraries currently have the following agreements to waive publishing and open access
article processing charges (APC) for LSU Health Sciences Center New Orleans authors.

Publishing Fees Waived: Unlimited Article Submissions

Publishing fees are waived and there are no limits to the number of articles that can be submitted

  • Open access article processing charge (APC) waived
  • Unlimited articles
  • Information about eligible journals and article submission process
  • Corresponding author must be from LSUHSC-NO and provide lsuhsc.edu email account when submitting article
  • The Library will mediate waiver of the open access fee after article acceptance
  • Library pays an annual fee in addition to ACS journals subscriptions costs

Please note: Our fee waiver agreement for RSNA will end on December 31, 2026

  • Corresponding author must be from LSUHSC-NO and provide lsuhsc.edu email account when submitting article

  • Library has negotiated a two-year cost neutral agreement

Publishing Fees Waived: Limited Article Submissions

Open access publishing fees are waived, but there is an annual limit to the number of articles eligible for fee waivers

Please note: we are close to using all available fee waivers for 2026. If you have an article accepted for publication during the remainder of 2026, we may not be able to approve the open access fee waiver. Please contact us if you need any more information.

  • Open access article processing charge (APC) waived
  • Limited to 29 articles per year for 2025-2027
  • Starting with 2026, in order to provide more opportunity to more authors, the corresponding/primary author will only receive one waiver approval per quarter
  • Elsevier's process for open access publishing under this agreement is available here
  • Corresponding author must be from LSUHSC-NO and provide lsuhsc.edu email account when submitting article
  • Search/browse journals eligible for fee waiver
    • Fully open access journals are not eligible
    • Not all of the Library's subscribed journals are eligible (e.g. Cell Press, Clinics of North America, The Lancet, etc.)
  • Library approves waiver of open access fee after article is accepted for publication
  • Waivers are distributed on a first come, first served basis
  • Library pays an annual fee in addition to journal subscriptions costs

Subscribe to Open Agreements

Publisher determines open access status of journals; open access fee waiver may not be guaranteed and additional charges may apply
